Your discussion for this week: assume that you are an emergency manager for a community that has experienced a chemical incident by rail. Many homes are located near the rail yard and have been severely damaged by an explosion. The residents have been evacuated and relocated to an area that has alternative housing.

The city is equipped with a public works, electric, and water departments.

You must present to the City Council a proposal to incorporate all of the city departments along with the business community and other private sector agencies into a work group that will develop a disaster resiliency program utilizing resources from each group. This resiliency program should be focusing on hurricane preparedness and the use of volunteers during a hurricane along the coastal area.
