Terrorists justify terrorist acts based on the distinctions between military and nonmilitary targets. Therefore, according to this view, some non-combats are not as innocent and they automatically qualify as targets for violent attacks (Eger 10) For example, Israeli settler in Palestinian regions or the settling of white South Africans during the apartheid show that foreign settlers had favor from the state. The argument for innocence or non-innocence is the most persuasive for voluntary settlers. As such, those against feel that children of the settlers also need to be eliminated since they are most likely to follow the roots of their parents. Even sketchier is the argument the al-Qaida uses to view Americans.
According to the terrorist group, all Americans qualify for punishment regardless that they may be harmless. In the same fashion, targets towards the UN are supposed to send a message to anyone who is occupationally, politically, religiously affiliated to the Americans (Eger 24). The argument for retributive killing draws from the notion that non-combats share the same ideologies with the combats. Another reason for the justification of terrorism derives from the need to explore moral rights. For the terrorists, their acts are for exchange for humanity. It is the only way for them to free Palestinians from Israeli domination. Therefore, it is like a right for them to achieve their goal of sending a message regardless of the lives at stake.
To conclude, an argument for Palestinian terrorism is that they suffer oppression from the Israelis and anyone else who supports them. Through Israeli unlawful settlements, violation of rights, economic suffering and such, has led them to seek justice through terrorism. Likewise, other terrorist groups believe that they are seeking fairness by attacking civilians because their people are suffering as well. The deliberate killing of civilians by terrorists is an alternative to seek the attention from those that they feel are oppressive towards them. For them, they have been denied permission to seek justice through other platforms due to oppression. As such, killing civilians is something they have to resort to as a means of sending a message. In this case, the asymmetry of power between terrorists and other groups forces them to seek other unconventional ways to get their voice heard.
