The National Prevention Framework provides a holistic approach to preventing threats from happening in the United States. It is an approach that recognizes the input of different sectors of the American community right from community members to the most senior leaders in government. It describes what should be done by all the members right from the discovery of an imminent threat.
The framework provides a four-point guidance strategy to all members and organizations in the United States on how to act in the case of a threat. The first point describes the core capabilities that are needed in the prevention of an imminent act of terrorism. The second point aligns the key roles and responsibilities that should be undertaken to prevent imminent acts of terrorism. The third point aims at giving a description of coordinating structures that should enable all stakeholders to work together, and the last point lays the foundation for operations coordination and planning necessary to synchronize prevention efforts within the whole community.
The framework singles out only those capabilities, plans, and operations that are necessary to ensure that the nation is ready to prevent threats from actualizing. As such, the framework identifies seven prevention core capabilities. They include planning; public information and warning; operational coordination; forensics and attribution; intelligence and information sharing; interdiction and disruption; and screening, search, and detection. To ensure achievement of the goals outlined in the framework, the framework has outlined principles to guide the execution of the core capabilities for the main aim of the framework, which is prevention. The principles include; engaged partnerships, readiness to act, and scalability, flexibility, and adaptability.
The framework brings into play different agencies such as the FBI, Joint Terrorism Task Forces (JTTF), and Field Intelligence Groups (FIG) among other agencies with different capabilities. The framework envisions a situation where capabilities for collection, analysis, and dissemination of critical intelligence from professionals, senior government leaders, and the community is engaged fruitfully. Resource use and coordination in information sharing is a strong element that is emphasized by the framework.
The framework provides for a mechanism that allows the handling of an increasingly complex and unpredictable environment that encourages the sharing of the prevention responsibility. The plan is effective since it does not leave anyone outside of its operational realm. It recognizes that all individuals and groups right from the community level to the government senior leadership have a role to play in the prevention of catastrophic events. This element has been shown to be successful in the recent mass shootings in the United States. The 911 line has been actively used to report a crime in progress or any suspicious behavior that threatens the peace of the public. This shows that the public has taken the cue to be involved in its own security. Different security and communication agencies are often working together to bring down terror plans even before they happen as enumerated by Lewandowski, Carter, and Campbell (2017). Senior leadership in government has demonstrated that information is meant to be acted upon to ensure a safe America. It is because of such efforts by senior leadership that allows there to be high-level raids on terror networks in far-flung areas such as Somalia and Yemen.
